Critical Milestones

  1. Feb 2010: Sarah Ferguson credits Jeffrey Epstein with introducing her to David Stern, highlighting his "great rolodex for China." This establishes the Royal-Epstein-China bridge.
  2. Feb 2011: Stern renames "Asia Gateway China" to Witan Group. Tells Epstein it is "safe" and approved by Prince Andrew.
  3. Mar 2011: Stern appoints himself "CEO Special Situations" at JP Morgan (via Witan), institutionalizing the operation with Jes Staley's backing.
  4. Sept 25, 2011: Sultan introduces Epstein to President Guelleh at the Waldorf Astoria (New York).
  5. Sept 29, 2011: Sultan sends EFTA00920741, instructing Epstein to conceal the meeting from Boreh. This confirms the meeting already occurred and that maintaining secrecy from the "exiled" partner was a high priority as the pivot began.
  6. Nov 2011: Stern pitches the "African Investment Vehicle" to Epstein—a bridge for Chinese capital to enter Africa with "no direct Chinese involvement" visible. He actively courts Hui Ka Yan (Evergrande) to fund this transition.
  7. 2012–2016: The Tripartite Machine activates.
  8. 2013: China Merchants Group (CMG) acquires its first 23.5% stake in the Port of Djibouti.
  9. 2016 (The Russian Gambit): The network opens a parallel negotiation track with RDIF and Sergey Belyakov, creating a multi-polar bidding war.
  10. Feb 2017: Falconer's legal case collapses; DP World's contract is upheld by arbitration.
  11. Feb 2018: Ignoring the courts, Djibouti unilaterally seizes the Doraleh Container Terminal and hands effective control to CMG.
