DP World (Dubai Ports World) is a global logistics giant based in Dubai. Its role in Djibouti is the central conflict from which the 2011-2017 shadow architectural shift emerged.
Role in Djibouti
- The Concession: In 2006, DP World signed a 50-year concession for the Doraleh Container Terminal (DCT), marking the peak of UAE influence in the region.
- The Fallout: Following the 2008 falling out between President Ismail Omar Guelleh and Abdourahman Boreh, the Djibouti government sought to reclaim the port, alleging bribery in the original deal.
- The Legal Victory (2017): Following a multi-year battle in the LCIA (Dubai v Djibouti), DP World achieved a total legal victory after Boreh provided decisive testimony for Dubai, leading the tribunal to dismiss all of Djibouti's claims.
The Epstein Connection
- Chairman Liaison: Sultan Bin Sulayem utilized Jeffrey Epstein as a shadow negotiator to manage the "Sensitive Triangle" between Djibouti (Guelleh), the UAE, and the exiled Boreh.
- Russian Partnership: Following updates sent to Epstein in 2016 (EFTA02449718), DP World entered into a $2 billion joint venture with the RDIF.
